Some helpful information:

You can change the blend mode, opacity and drop shadow, as well as colourise the materials,
according to the tubes/colours you are using.

When applying the Resize with the All Layers option checked, this will be informed in the tutorial,
otherwise, apply the resize with this option unchecked.

Remember always to save your work.

Whenever you reduce an image, apply Adjust/Sharpness/Sharpen, to maintain the sharpness of the image.

Some tools or features have other names in earlier versions of the PSP.

Before opening PSP, download plugins and install
Place Pattern in PSP Pattern Folder
Place Texture in PSP Texture Folder
Place Mask in PSP Mask Folder
Open graphics in PSP, duplicate (Shift D) and close the original.
Please Note:   Offset settings provided in this tutorial may vary according to size of your image.
Please adjust to suit.

The settings remain the same throughout this Tutorial unless otherwise stated.
Set your Foreground colour to #f9f9f3 
Set your Background colour to #dbeaef

Step One:
File/New/New Image 800 pixels x 600 pixels as follows:



Step Two:
Change Foreground Colour to Foreground/Background/Radial Gradient as follows:



Flood Fill with Gradient
Maximise poupée et souris
Edit/Copy       
Selections/Select All
Edit/Paste into Selection
Effects/Reflection Effects/Kaleidoscope as folows:



Selections/Select None
Change Opacity to 50%

Step Three:
Layers/New Raster Layer
Layers/Arrange/Send to Bottom
Flood Fill with Background Colour
Layers/Merge/Merge Visible
Layers/New Raster Layer
Flood Fill withBackground Colour
Layers/Load/Save Mask/Load Mask rw-10 from Disk as follows:



Effects/Edge Effects/Enhance More
Repeat Once
Layers/Merge/Merge Group

Step Four:
Layers/New Raster Layer
Flood Fill with Foreground Colour
Effects/Texture Effects/Texture/striation as follows:



Layers/Load/Save Mask/Load Narah_mask0784 from Disk as follows:



Adjust/Sharpness/Sharpen
Layers/Merge/Merge Group
Change Blend Mode to Luminance Legacy

Maximise flower frame

Change Blend Mode to Dodge
Maximise Wordart Fair
Using the Freehand Selection Tool as shown below, select the wordart you wish to use or use some of your own

   

Edit/Copy        Edit/Paste as New Layer
See my image for placement or choose your own placings
Change to Target Brush with the following settings:



Change Background Colour to #8ab6b9
Wash over the images with the gradient
Effects/Plugins/MuRa's Seamless/Emboss at Alpha/Default Settings
Do this for all the images you choose
You  may need to resize some of the imagesby 75%.

Step Eight:
Maximise flower frame
Edit/Copy        Edit/Paste as New Layer
Image/Free Rotate/90 degrees Left as follows:



Image/Resize/75%
Layers/Duplicate
Layers/Merge/Merge Down
Change the Blend Mode to Dodge
Effects/Image Effects/Offset as follows:



Place some more wordart in the frame

Step Nine:
Image/Add Borders/1 pixels/Black
